strange browser problem

I am using a pendium 3 with 256K of Ram
I have win xp with ie6 and have the hosts file through MVPS

scenario 1--get on internet and my home page (cnn) comes up - then using
favorites I can bring up sites like Seattle times or Seattle Pi and
everything works fine

scenario 2 -after getting dsl line connection I open my ESignal program .I
put the program in the background and go on to internet. My home page (Cnn)
will not complete and stays frozen. Seattle Times will not load but Seattle
Pi will (didn't know Mr. Gates was that bias) anyway some sites load some
don't,

This is new for me since working browser security.
Suggestions please
 
anything wrong with the dsl line? 256 may not be enough
ram for everything yer running.
 
DSL line is working correctly.
This problem was not happening a while back. I have installed a hosts file
and changed security and privacy settings,
Trying to determine what causes problem Virtual memory,Security,privacy,
host file ???
