Strange blue bar on desktop

Hi! This is about a problem I've had for ages, I really hope someone can help!
For no apparent reason, a broad blue bar appeared on the left of my desktop.
It seems to be a part of Explorer (which has been acting a bit strange
since), and I can't remove it, no matter what I try. Also, I can't move icons
on the desktop anymore, though I can delete them. For a picture click

HI THERE, THANKS FOR YOUR QUICK FIX WITH THE BLUE BAR, IT WORKED FINE EXCEPT
THAT THE ADDRESS BAR AT THE TOP OF THE SCREEN TAKES A FEW SECONDS TO BECOME
VISABLE WHEN I OPEN UP A WEB PAGE NOW.
