This is a bad idea. It's not as simple as you think, with multiple
recipients, attachments, html-formatted bodies, etc.
Keep them in Outlook, and fix your performance problem.
Only Outlook has the ability to archive, and yes they can be retrieved. If
you are using Outlook Express, you can export your messages to Outlook and
archive them from there.
In Outlook, a .pst file is created, which you can connect to and reopen any
archived email. There is a default location, should your Outlook not be
automatically connected to it (it normally is, depending upon version I
think) You may want to ask for details in an Outlook newsgroup, as the MVPs
over there will be able to give you better answers.

Are the archived emails accessible after they are archived?
does it mean they are removed from the database of outlook express and
stored in a another database ot are they deleted.
