Stopping users setting Auto-Hide on the task bar

We have a machine that is always on and used by multiple people throughout
the day. Most people that use the machine seem to appreciate that it is a
shared computer and don't alter preferences however there are people that
modify settings to suit their own needs. Is it possible to lock the hell
out of the account that is being used for people to use the machine - stop
that user from modifying screen saver, wallpaper, task bar auto-hide (so it
is always off) .... people sharing the machine share a common email address
using outlook and as such using one login for all machine users is
preferable.

try using local security settings in admin tools in control panel. then go
right click on software restriction policies, then click on new, then go
under additional rules, and here is where you can set a policy for that.
