stopping synchronization

hello everyone!
I would like to find out how to stop outlook desktop based and server
synchronization, so that the users just download their messages and once they
are downloaded they are removed from the server mailbox?
we using Outlook 2003 and exchange server 2003 (I think). it's just some
'culprits' are not emptying their mailboxes and they are jamming the system.
these users do have a laptop so they can access their e-mail from anywhere
they get an internet connection and do not really need to access their e-mail
via OWA.
hope this makes sense!
been for 2 days without e-mail at work because we are jammed!

You're not the mail admin?
Tools-> Account-> Next-> drop down list at the bottom. Create a pst-file if
it doesn't exist already.
 
that totally defeats the purpose of using exchange -- and using a pst for
default delivery will put an end to calendar sharing. it's better to
address the reasons why the exchange server is "jammed" and/or request users
move mail to a pst using rules or manually

we definetely want to keep the staff members to use the pubicl folders and
calendar! but at moment the box limits are to 200MB, some of these people
have mailboxes of 800Mb+!!! is there a wayy to stop them at 200MB form
sending? and it would mean that all the other staff could continue to
communicate with the outside world?
at moment when a mailbox reached a certain size we have a admin warning but
nothing else.
your advice v much appreciated
ps: I am not the administrator, but it seems I am the only one willing to
sort this out... or spend hrs on the Outlook forum community! :-)
