stopping changes of passwords

Have a LAN with several users who constantly change
their passwords (almost daily). As several of these users
have links to the same files, each change is causing
untold problems with others users suddenly getting told
that a normally accessable file is now encrypted and not
available to them. How do I set the user accounts so that
users cannot change their own password?

Well you can set the properties of each account so that users cannot change
their own password. It's very bad practice but you can do so.

If you are on a domain based network you can do so via Active Directory
Users & Computers. If you are on a peer to peer network, look at the
'Computer Management' console in control panel, and then look at the
properties of the user accounts you wish to lock in the users & groups area.

However, why not just look at how & why users are encrypting files and put a
stop to that. They can change their passwords (which is a good idea) and the
files won't be encrypted and everyone will be happy.

Users aren't encrypting files themselvesd, at least not
that I've been able to track down. For some reason every
so often the files just seem to show up as having been
encrypted.
