Stop Windows Messenger

Is there anyway to stop Windows Messenger launching in the background when I
start Outlook Express. I've already configured Outlook not to sign me in but
it still launches the program into my system tray (albeit not signed in).
I'd like to disable it so it stays off and unloaded until I want to use it.
