Stop Shift Control on open of database

I've got a small DB that I want to put on our company website for staff to
complete a form and provide some information.
I don't want them to be able to press shift control when they open the DB
(which some of them do).
I have tried lots of ways but each of these fails if the DB is not opened on
the main server - some staff or in different countries
Any ideas please ?
