What is displayed is not necessarily what is stored in the cell and
what is used in calculations.

Try Format/Cells/Number/Percentage and setting 1 decimal place. Do
you see 7.5% now?

Even if 8% is displayed, the value in the cell (7.5%) will be used
in calculations.

Teresa:

You'll need to get better policy decisions than that from your manage
if s/he wants the job done.

An example might be : if adding 15% gives a price (ignoring th
dollars) between 75c and 25c, call it 99c. I know it looks strange, bu
I'm saying if adding 15% gives a price between $6.75 and $7.25, yo
could decide to set the price at $6.99.

That could be programmed. But the computer can't do judgements an
decisions without some rules. Rules are the Manager's job: not th
computer's and definitely not the programmer's. But it is th
analyst/programmer's job to identify the questions the manager has t
answer.

So: over to you. Gives us the rules of the game and we can help you t
play it - and probably win!
