How do I stop Windows from re-installing the Windows NT directory?

We may need more detail, e.g.:
1. Is your context normal installation of the OS?
2. What is it that you positively want to do (that involves
something different from overwriting the NT directory)?

Turn the computer off?

Take the install disk out of the drive?

Scold it severely and wag your finger disapprovingly?

Make it stay home and do chores?

Windows 2000 goes by default into C:\WinNT.
Windows XP goes to C:\Windows.
What OS do you want to install?

You would have to disable the installation of the components that use
the directory. This is done in the [Components] section of the
Unattend.txt (Answer File).

[Components]
accessopt=Off
dialer=Off
hypertrm=Off
pinball=off

I never heard of the above, but I found the fix.

1. Boot to Safe Mode
2. Delete "self-healing" directories :)
3. Create read-only files in the parent directory using same name as
directories you deleted in Step 2
