Stop Outlook from preventing file attachments to be sent

I am being prevented from sending attachments with my e-mails - usually exe
files. How can I stop this happening? I am using Outlook 2003 on a Win2K
system
 
The security settings prohibit you from sending executables because they are
a common source of viruses. Most people can't receive them either or won't
open them if they can receive them. Is there a valid reason for sending
executables?
