Stop explorer window at start up

I have an explorer window (not IE) that comes up
during initial log in. Can I stop this?

FWIW, I installed a Belkin USB wireless adapter
and the explorer window has the folder c:\program files\
BELKIN.

Folder Options / View ...
Uncheck 'Restore previous folder windows at logon'.

I understand Windows Explorer starts.

The "Restore previous..." is NOT checked, that's
one of the first things I looked at.
