stop error and 100% cpu process

so I'm having a problem with my system crashing. It started just as the
typical stop error, but has developed into my cpu peaking randomly to 100%,
and whenever I move my mouse it does the same. I've update the bios, chipset
drivers, everything else. this problem has followed over even after
reformatting several times. the wierd thing is that if I run in safe mode,
then everything seems to be fine. another note, the system fan seems to be
running slow, around 2k rpm, and the processor temp seems to be high as well.
I thought replacing the processor fan would help, but that has not done
anything. my next thought would be the power supply. any ideas?

Sounds like it may be the power supply, it might be going bad and not
supplying enough power to the CPU.
