Static Image Box like QuarkXpress/InDesign?

In QuarkXpress/InDesign, I'm able to create an image placeholder-style of
box. This box would have a specified size. WITHIN this box I would place my
image file, but the image file would be completely independent of the box.
Example:

I wanted to show only a 2"x2" image on my document. I'd create a 2"x2" box.
Into it i'd import/place my image file. I can then freely move my image file
around (from within the box) and resize it. During all of this, the 2"x2" box
would stay in the exact same place and size.

Can I do this in PPT?

Why do you want to do this? Is this about bringing images in like you would
with Quark or InDesign or is this about animating the image within the box?

PPT 2007 has picture placeholders, which are similar. You can't move the
stuff inside around the way you can in Quark or InDesign -- at least, not
with a "hand" tool. You can, though, specify the offsets (along with size
and tiling and various this, that, and the other), which essentially does
the same thing.
