startups not loading sometimes

Some startups seem to load only when they feel like it. Volume control,
Clipmate, Macro Magic, Fileex, sometimes they load (in the notification
area) sometimes they don't. How can I fix that? Norton and Regclean don't
help. Neither did reinstalling.
