startup difficulties

I have recently had two problems on startup and I am not sure they're
related. The first is upon startup the system32 folder opens and dlcache is
highlighted. The second is that Intel chipset software installation utility V
5.00.10r repeatedly tries to install on every startup.

I would appreciate any suggestions.

Thanks Rock and Ramesh for your prompt and successful advice. Both problems
are now resolved after tweaking the registry.
