Starting in safe mode

What’s the difference in starting your PC in safe mode and starting your PC
using Diagnostic startup in the system configuration utility (MSCONFIG).

I keep getting a blue screen error (0x0000007e) during boot up, however if I
start in safe mode the PC will start OK.
When I used MSCONFIG to disable the system.ini, win.ini, system services and
startup items (effectively using Diagnostic Startup) I still get the blue
screen error during the boot process.

So what’s running during a diagnostic startup that doesn’t run through a
safe mode startup?

I've already been on several websites looking for answers to the 7E error but
everything I've tried from the sites hasn't worked, hence the reason for
finding out the difference between safe mode and diagnostic mode.

When you start in the diagnostic mode [if i'm understanding you right] you
have turned off all the startup programs in msconfig. If your computer still
won't boot then it is not one of the startup programs causing the problem.
When you start in safe mode only the very basic stuff is loaded - many
programs and drivers such as sound and graphics drivers do not get loaded. So
your problem is there - somewhere between the most basic windows stuff and a
full boot. After booting in safe mode go into your device manager and see if
there are any yellow question marks or exclamations showing on any of the
devices that indicate a problem. Also look in the event viewer to see error
messages that might give an indication of wha's going on. Also you could try
a system restore to a point before your computer wouldn't boot. What changes
if any were made right before your problem started?
