starting computer after power is turned off

I have had this new computer for a few months, I had Dell
install windows on it and it worked great until we had a
power bump or some thing, but I have to hold down the
shift key until the tone of the beeps change, about 14
beeps, at this time the keyboard is unlocked so that I can
type in my password then everthing works like new. I have
been in touch with Dell personel and they tell me that
this is a softwear problem. can some one help with this

It's new? Only a few months old? Dell? Dell said it's a software problem? Tell
Dell to fix it. Send it back to them.
