My pc automatically signs into the admin account and skips the welcome screen
even though there are other user accounts. How do i fix that

1. Don't put the other user accounts in the local administrators group
2. Set passwords on the accounts - *all* of them. (You shouldn't be using
administrator at all; keep that as a back door.)

Cancel Automatic logon in Windows XP
http://windowsxp.mvps.org/noautologon.htm

Don't use the built in Administrator account for normal operations. That
should be a fall back in case something corrupts the other user accounts.
Create one user account with administrator privileges, and have the other
accounts as limited user accounts. Normal activities should be done from
one of the limited user accounts.

Open Run dialog [ Start menu > Run ]
Type "control userpasswords2" [ Without the quotes ]
Check the box "Users must enter password....". If already checked, turn it
off, click apply, turn it on, Ok
