When trying to turn on my computer - it stays locked up on the "Microsoft
Windows XP" screen with the windows flag... Bar at the bottom keeps going
across, but goes no further than that screen...

I could shut it down and start over in "Safe Mode" with no problem.

Does anyone know the problem why I can't start up on normally? I can't
figure it out.

try unplugging your usb devices and restarting. Plugging the device in
when you're in windows. I once had a usb related file that took ages to
load.
That aside

You have many options..

Safe mode,
bootlog xp by greatis (if you can get in e.g. safe mode)
win xp repair
win xp install (is a remove and install, doesn't overwrite like I think
9X did)
format and install
