Start up, no icons , no tool bar

Whe i start up xp home, all i get is the desk top pic
and curser, No icons , no tool bar . So i ctrl-alt-
delete, and hit stop processors, this fixes the problem
until i turn my p.c. on again , and i have to do the some
thing again.
Please can someone help me.
