Start up detaults

I have a db that I have gone into startup and told it not to display the
database window or menus. I know I can bypass it by holding the shift key
when I open the db BUT this only seems to work for me on my PC. When I go to
another PC this does not work. Also, it will not work for others that I have
given authorization to use. Is this by design or is there some setting
somewhere? Please advise.

You can also press the F11 key while the database is open (unless some
IT manager has disabled it).
