Start Up Button not visible.

I am helping a friend qhose computer turns on and opens windows XP. However,
the startbutton and the task bar are not visible. They are not hidden or
shrunken. If he does a safe boot the start button and task bar are visible.
Also he can not get internet explorer to connect to internet. When task
manager is opened, it shows one program UPPS is running. I don't know what
that is. HELP
 
Nard, you could try going back into Safe Mode and try a System Restore.
Go to Start>All Programs>Accessories>System Tools>System Restore.
