Start up and task bar missing

I recently installed a new video card on my computer (NVIDIA GeForce FX
5200) and since then my Start up and task bar are missing. I have tried
everything including going into the control panel but there the taskbar and
start menu will not open for me. Can anyone help.

I would suggest you repost in a more relevant news group, perhaps
