start up and shutdown

why must i press ctrl+alt+delete to log on.
when i first got the computer i did'nt have to do that. Now i cant even turn the computer off through the start menu.I have to turn it off manually. How can i fix this? Someone Please HELP ME!!!!!! Please answer as soon as posible.

If you are a user with Administrator rights and wish to log on with the
Welcome Screen, go to Control Panel > User Accounts > and select 'Change the
way users log on or off'
