Start menu opens on its own

We recently installed 8 copies of Windows XP in our workspace and on every
computer and every login, as soon as the user logs in, the start menu pops up
on its own. I cannot find any settings for this and I don't have this problem
with my home computer.
 
And there is no documentation on that key. I set it to 0 and rebooted, which resulted in the start menu Pinned list and MFU became completely empty.

I tried Startmenuinit with 0 and 1 and 2, nothing had any effect. Start menu
still opens by itself and populates itself with WMP, Files and Settings
Transfer Wizard, and Tour Windows XP
