start menu forces offline sychronization

I have a common start menu enabled through active directory folder
redirection. Unfortunately, sychronization occurs when people log off
because of the common start menu. I have tried additional settings to shut
off synchronization. Is there any way to get it turned off?

We use Windows 2000 SP4
 
Check this group policy.

Comp Config\Admin Templ\Network\Offline files\Synchronize all offline files
before logging off

If you don't want offline files -

a) disable offline file caching on all shares on the server
b) disable offline files on the client while logged in as an administrator
(control panel, folder options) or via group policy
