Start menu bug when taskbar moved to monitor with lower resolution

When I move the taskbar to my 2nd monitor that's using a lower resolution,
the Start menu is missing some items.
For example, if Start->Programs looks like this on the bigger monitor (2
columns):
A R
B ..
... Z
P
Q
On the smaller monitor, P & Q are missing.

(I didn't see any way to report a bug on microsoft's website without paying
them, so I post this here with the hope that someone at Microsoft reads it.
I wonder if they wouldn't have so many bugs if they had a way for users to
easily report problems...)

I think you're joking, but since this is a microsoft newsgroup I can't be
sure of that, so I'll answer the question. No, I didn't restart after the
change. To clarify, I'm talking about just clicking on the taskbar and
dragging it over to the 2nd, lower resolution, monitor.

Think about what you did. That other monitor doesn't have the resolution
to display it and with out restarting windows won't reset the bar to fix
it. it used to be that you couldn't even do that unless both monitors
had the same resolution.

That's why this is a bug; as you said, "windows won't reset the bar to fix
it". It's ridiculous to require the whole system to be restarted to
rearrange a menu.

Restarting Explorer is probably sufficient. A logoff should do the
trick.
