It's due to a policy setting. If your system is in a Domain, contact the Network admin. If not try this:
Set the "NoChangeStartMenu" value to 0 in the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
-or-
Use the following REG file
-------------Cut------------------
Windows Registry Editor Version 5.00
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoChangeStartMenu"=dword:00000000
-------------Cut------------------

Thank you for your suggestion!
Unfortunately the option "dragging and dropping" is no longer available in the task bar menu. Have checked on my laptop, it is there! On my desktop it is not. Would you know how I can re-instate it??
A desperate Vic

You need to enable the "Enable Dragging and Dropping" Option in your start menu properties. Follow these steps:
Classic Start Menu:
Right-click Taskbar, Properties, click Start Menu tab, choose Customize
Enable the option "Enable Dragging and Dropping."
For New Start Menu:
Right-click Taskbar, Properties, click Start Menu tab, choose Customize
Click "Advanced" tab and enable the option "Enable Dragging and Dropping."
