Start Menu - All Programs Files Management

In XP I was able to manage the All Programs file through Documents and
Settings, Start Menu, Programs. I like to group programs in folders thereby
making the Start, All Programs easer to use.

In Vista I have been unable to figure out how to do the same thing. Need
Help!
 
Right click the Start Orb and choose either 'Open all users' or 'Explore all
users' (same thing).

It isn't really the same thing from I can tell. There is something weird
that does on with the Startup folder.

Right click Start then choose Explore all users. The folder they are in is:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs
 
I can open the regular programs but not the ones that I have saved in my
favorite file etc. They just freese up.
