....many bios's have a feature to power up at a specified time.
....can't see how you'd do it with Task Scheduler !

No. If the OS isn't running, then how is the task scheduler supposed
to do anything at all?

why does the task scheduler have an option to wake the pc then?

"Wake PC to do task" implies you placed the PC in Standby, (or
"Hibernate" if the BIOS supports it)

i see in the bios something like 3 different modes to power off in, but i'm
not sure which one means what....
if i create a task that does nothing but says it wakes the pc, and have it
in the correct mode whatever that might be, does it seem like this should
work?

Wake and start are 2 different things, you wake a PC when it is in a suspend
state (it is still powered on in this state), you start a PC when it is in a
power off state, neither Windows nor any software can turn on a PC when it
is in a true off state as they are not running, thus not capable of
performing tasks.

I've been online for 18 years and have participated in so many online
forums that I get dizzy thinking about them.
I've been in this group since October or 2001, when XP was released.
That is definitely the dumbest question I've ever seen or WILL ever
see.
How a computer is supposed to do something when powered OFF that
requires it to powered ON is beyond me.

Of course, task scheduler cant be running or working if the pc is turned
off.
But, even with a pc turned "off" its never really off these days. ie
power is still going to the montherboard, and your pc can respond to
"wake on lan", "wake on modem", etc.
