The iPaq 2210 uses the Widcomm (now Broadcom) stack, so that library won't
work on it - only the Microsoft stack is supported. An alternative would be
to use the one from www.high-point.com

Is there any other way to start and stop the bluetooth service on the IPAQ?

FYI we recently discovered that our BTAccess SDK actually works correctly
even when the bluetooth radio has supposedly been turned OFF on the Today
screen. We don't quite know why - either it never really gets turned off
in fact; or it's off but our use of it makes it come back on (though the
icon doesn't change on the Today screen). We haven't tested every model
out there but so far it's true for all the HP models we've tested. If that
holds up the question of how to turn the radio on/off for the Widcomm stack
becomes moot.
