Start Bar disappears

When I start up Windows XP on my laptop (both normally and in safe mode) The
start bar appears for a split second, disappears, and leaves me with the
windows background and no icons.

i can start spplications by using the task manager (such as word). When they
run, there is a gap along the bottom of the screen where the start bar should
be. Also, when I minimise, they disappear.

We've tried replacing the explorer.exe file in the windows directory - that
didn't work (had to do that by accessing \\computername\c$ from another
networked computer
