Start and close another application from Excel

how can I do that with VBA ?

Plus, make sure that only 1 instance
of the other application can be started
once it is running.

I am sorry, but I don't see the relevance,
therefore I try to refrase what I need:

I have to start and close a non-office application
from within an office application, and not more
than 1 instance of it shall be possible to load.
