start - all programs button is 'empty'

There's a folder called 'Start Menu' appeared on my desktop that I can't
delete because it says it's a system file and when I press the start button
bottom left of my screen and select 'all programs' nothing happens.
Haven't a clue what I did to cause this but would be grateful to know how to
put it back?

apparently what you have done is to some how drag and drop your start menu
folder from its default location to the desktop.

To restore this right click on the start menu folder on your desktop and
select copy and then open your my computer -> double click on your C drive
and then open the "documents and settings" folder and then open the folder
which has your windows logon username and then paste the copied start menu
folder there.

To make sure everything goes fine just restart your computer and your start
menu should be accessible again.
