star rating photos

Media Center allows for the selection of photos to download to a portable
media device based on star ratings, i.e. "select 4 or 5 star ratings".
How do I apply star ratings to photo image files on my computer??
 
Use the Photo Info tool, that is free from MS. Be aware that is messes up
some images, tough (not JPG).
