'Spyware Infection' window on XP

Hello,

Recently, when I start my computer, I notice a blue screen and a black box
with the following words:

"Your system is infected with spyware. Windows recommends you to use a
spyware removal tool to prevent loss of important data and increase system
performance. Using this PC before having it cleaned from spyware threats is
highly discouraged."

I installed Norton Antivirus 2006, SpyBot, and Ad-Aware. My system has
definitely been cleaned. How do I get my original desktop back (or Windows XP
Theme)?
