There is probably a way to do that from a suitable scripting language
(either openoffice's or microsofts)
what exactly are you trying to do?

Its easy if you have MS works. The works speadsheet will dial a number in
any cell. Select the cell and click on <Tools> on the toolbar, then <Dial
this number>
This will bring up Microsoft Phone Dialer and dial the number for you.
