Splitter Bar Not working

I have a form that has a list box that is Docked to the top of the form and
anchored to the Top and Left. I have a Web Browser control below the list
box that is not Docked but is Anchored to the Top, Bottom, Left and Right. I
try to add a Horizontal Splitter to the form but when I Dock the Web Browser
as Fill it Anchors it to the top of the form, so when I try to view the top
of the web browser I cant because it is behind the list box.

What can I do to fix this problem?

What I am trying to do is I have my list box populated with email details
and when I click on one I can view it in the web browser. It works great
because the web browser handles HTML and plain text emails. I would just
like to be able to add the splitter to the form so when I drag it down the
list box can grow and the web browser moves down with it.

Thanks Mike In Paradise that worked great.

You need to use the "Bring to front" to pull your web control to the front.
The way I remember this (and I continually get messed up) is that as you
add things they get pushed out of the way.
