Split 60min MPEG File into 14 Pieces -Best Freeware?

I would like to be able to punch in the times like; start: 9.53 and
Finish 13.25.

forgot to add. this file is 750mb, is there any way I can reduce the
size of this file with out losing quality?

TMPGEnc will cut it into smaller chunks (File-->Mpeg Tools) or you could
encode it into a smaller size.

you can chop it up and you can re-encode it to a smaller file size, but, as
MPEG1 is a lossy compression scheme, re-encoding, with MPEG1 or another
lossy encoder, will result in quality loss.

I didn't see the beginning of this thread, but to answer the topic,
it's simple - there are many file splitters out there. If the OP
can't find one, I can mount mine on my web site for download.
