Spinning down a usb hard drive

Is there a setting somewhere that I can use to spin down my external USB 2.0
hard drive? Or a utility?

go to your power options in the control panel and go to power schemes change
the turn off hard disk after 1 minute or what ever you want it be and see if
that works.
