Hate to sound like a politician we know but what do you mean by "access".

The user dictionary can be accessed at C:\Users\user
name\AppData\Local\Microsoft\Windows Mail\UserDictionary.lex
 
I want to be able to edit a word(s).
I finally found the file ...userdictionary.lex but there were only 2 words
there, (one I did want to change) but where are all of the other words?

The words in that .lex file are the words that you add via spell check,
(custom Dic'), the full dictionary is not editable.
What are you wanting to do?

If you want to add words, just open up a page, type the word, do a spell
check, then when it's found, add it to the dictionary. Will that work?
 
you can only EDIT the user dictionary.
the full dictionary is off limits.
