Spell checker in Outlook Express is relying on Word's spell checking
routines. If you do not have a version of Word installed on the same PC,
then the spell checker in Outlook Express may not work.

Actually Outlook Express does not have a spell checker. There are several
spell checkers that will work, such as the one in Microsoft Word. You can
also find downloadable ones on the internet that are very inexpensive. Just
make sure they are compatible and are 32 bit.

If you do not have Microsoft Word, Excel or PowerPoint installed, the

Spell checker will not work. It depends on one of them.

Not quite. There are others that will also work. For example, Autospell for
Outlook Express, $15 from http://www.spellchecker.com

There are several free spell checkers available on the net. I seem to have
lost the address for ispell, which I use, but below find another that should
work for you.
