speech recognition

I don't seem to have the speech recogntion engine in my new windws xp. my
two previous computers came with it and engageable under "speech" in control
panel. How can I get it?
 
kthe one that "helped" was weaking the registryoi got te speech tab inontrol
panel, but openng it gave me "sapi 4 control panel, click on it to open" ,
but that panel let's me chose english but I don't see an way too open seech
to text after that.

I hink in my playing arund last week trying to slve this i downloaded sapi
4, not 5.
