You can if you have Office installed, or another app that has a speech
recognition engine. It's not part of XP.

As to how well it works, voice recognition depends heavily on what the
system hears and how it interprets it.

This is why in the context of court reporters, it's only mask reporters, who
speak into a closed microphone with a trained voice, who can use voice
recognition software with any degree of accuracy. It's why captioning is
done by keyboard.

If you turn it on, be sure to turn the TV and radio OFF. Having either
of these on can cause unpredictable results.
