Spawning a window

The mail server is down at the hosting service I use. I
would like to spawn a small window that says "Sorry but
email is down for the weekend" But I can't seem to find
anyway to do it automaticaly from my index. (Seems the
pop up guys have all the tricks.

Any help would be welcomed
