In the first place, make sure you haven't applied double spacing in the
document by modifying the Normal style (use Body Text instead). If you do
that, the Footnote Separator will be double-spaced as well (though that
affects the spacing between it and the notes, not between it and the
document body).
You might experiment with the effect of the Compatibility Option (Tools |
Options | Compatibility) to "Suppress extra line spacing like WordPerfect
5.x."
Another approach to the solution is to use Exact line spacing (Exactly 24
pts is good for double spacing) instead of Double, which divides the space
above and below the text.
The main issue, however, is how much text you can fit on the page. If you're
seeing extra space, it's likely not because of the double spacing but
because of widow/orphan control, which is moving a line to the next page
that would otherwise fit on the same page. Word is quite capable of filling
the page without extra space between document body and Footnote Separator
(suppressing the extra space automatically). See
