I am wondering if it is possible to download a copy of the
windows sp4, copy it to a disk, take it to a different
computer which does not have internet access, and have it
install. I tried this and it seemed to want to be
connected to the internet in order for the sp4 for to
install. Also, the reason I would like to install the sp4
in the first place is because my machine will not let me
rename files or folders after I have opened a file in a
folder. My machine claims that the files or folders
are "in use by another application" which they are not.
Please let me know if you have a solution to my problem or
if the sp4 can be installed without being connected to the
internet.

Yes, this is certainly possible. You just have to choose the right
download. THere's the "express" download that just downloads a startup file
that will then connect to the Internet to do the install. And then there's
the multi-meg "network download" that contains everything required to
install the SP without needing any network connections.

What Ray stated plus...

When you do install Win2K SP4 and there exists a C:\i386 (or D:\i386) don't forget to
slip-stream the i386 directory on the hard disk.
