SP4 for a computer not on the internet

I want to install SP4 for win2k on a pc that ca't be connected to the internet.
Should I download the Network install version and put that on a cd or

I have 2 downloads on CD. Neither will work directly off the CD but both will
work if first copied to the HD - so beware.
