SP3 release - what's involved?

Does anyone know what's involved in the placing of a filter to the web
update service so that XP SP3 can be released to web? Is it a big job?
 
The filter causes Windows Update to scan your system for specific conditions
(in this case a software package) and only offer the upgrade if it does not
find that condition on your system. Only MS knows if it is a big job but it
doesn't sound like it.
